國立體育學院「全民英檢」目標值定位初階評估

為配合行政院挑戰2008中「營造國際化生活環境，提昇全民英語能力」的國家發展重點計畫，國立體院於其「2005-2008教育施政主軸執行計畫」中，擬訂三年內提昇全體學生英語文能力，於2007年達到29%的中級英檢通過比率。此一目標值對全體體院學生而言，有明顯的困難。為能訂出客觀且合理的英語文能力目標值，本研究針對國立體育學院學生特質與其所具備之英語文基礎，並參考其他同性質校院所訂標準，提出國立體育學院適宜設定的英檢通過目標值。

To fulfill the Executive Yuan's Challenge 2008: National Development Plan-”Cultivate an International Living Environment to Enhance English proficiency”-the NCPES proposes in her ”2005-2008 Educational Administration Implementation Plan” to promote the students' English proficiency to achieve the aim of 29% passing rate for the B1-Threshold by 2007. Nonetheless, it is obviously difficult for NCPES students to achieve the objective. In order to set a reasonable and objective English proficiency benchmark for NCPES students, the researcher first analyzes all the freshman students' English ability of the academic year 2006-2007. Then, consulting the benchmark policies of other higher education institutes, the researcher concludes with a proposal of a set of benchmarks for students of different fields. The research is conducted by the inductive method using qualitative analyses.
