To fulfill the Executive Yuan's Challenge 2008: National Development Plan-”Cultivate an International Living Environment to Enhance English proficiency”-the NCPES proposes in her ”2005-2008 Educational Administration Implementation Plan” to promote the students' English proficiency to achieve the aim of 29% passing rate for the B1-Threshold by 2007. Nonetheless, it is obviously difficult for NCPES students to achieve the objective. In order to set a reasonable and objective English proficiency benchmark for NCPES students, the researcher first analyzes all the freshman students' English ability of the academic year 2006-2007. Then, consulting the benchmark policies of other higher education institutes, the researcher concludes with a proposal of a set of benchmarks for students of different fields. The research is conducted by the inductive method using qualitative analyses.
