價值工程結合風險管理技術於捷運工程之應用

Integration of Value Engineering and Risk Management Techniques in MRT Application

摘要


價值工程應用於台北捷運已有近二十餘年歷史,已替捷運工程節省超過兩百億元工程經費,惟過去於價值工程執行過程,部份替代方案雖能維持相關機能並滿足規範,卻常因工程經費降低,可能導致施工或營運風險增高。近年來因後期台北捷運工程建設環境日益複雜,困難度大幅增加,全生命週期的風險管理技術於設計階段即全面展開,面對工程中具有高風險項目,常頇採用風險減緩措施來降低,惟風險減緩措施常花費鉅額的經費,但減緩的程度卻無經濟效益評估機制。有鑒於上述兩種技術於執行過程中可能產生之問題與衝突,本文將探討如何於計畫開始階段,即將替代方案小組及風險管理小組共同運作,於替代方案評估時,考量替代案之風險性,另於高風險項目評估風險減緩措施時,即以價值工程技術,尋找較具經濟性之風險減緩措施,其相關評估的方式、執行的流程,及落實於捷運某案例之成果,藉由本文供價工產、官、學界先進參考。

The value engineering techniques have been used for design and construction of Taipei MRT system for more than 20 years, especially in the geotechnical engineering area due to considerable cost and challenging geological conditions. For this type of application, value engineering can usually identify alternatives with the same functional requirements; however, it may underestimate or ignore the increase in construction and operational risks. Risk analysis methods, on the other hand, have also been adopted in mitigating the risk in geotechnical engineering; however, the resulting alternatives may not be cost-effective considering the mitigation cost and benefit. Past projects usually applied these two types of methods separately inhibit the possibility to evaluate the trade off among cost, function and risk. In our study, we present an innovative method and process to integrate value engineering and risk management techniques simultaneously to reduce the risk in the construction of the MRT system in the design stage. The empirical case study shows that this integrated method can identify cost-effective alternative to control risk in an acceptable level. Such a method can also be used for similar types of projects and applications to better control and management engineering risk.
