美國與台灣國品獎獲獎大學之經營成果比較

A Comparative Study on the Results of National Quality award Winners in Higher Education Institutions between the United States and Taiwan

摘要


許多國家自1990年代起陸續設立以全面品質管理原則為基礎的國家品質獎,2000年之後陸續有高等教育機構獲得這項代表國家最高品質的榮譽。本研究以美國及台灣獲得國家品質獎的大學為例,比較國家品質獎評審標準之績效成果構面及獲獎大學呈現此構面的內容,瞭解兩國獲獎大學呈現績效之異同。本研究係採用貝瑞德(G. Z. F. Bereday)提出之比較教育研究法,以美國與台灣獲獎大學之申請書為主要資料,進行比較與分析。研究發現,台灣國家品質獎之評審標準及實施現況與美國國家品質獎呈現亦步亦趨的現象。獲得美國國家品質獎大學的績效成果內容較強調學生學習過程及成果,台灣獲獎學校則較強調校務行政及管理層面的績效成果,未來研究可增加其他國家品質獎或使用不同研究法來進行研究分析。

Many countries have set up the National Quality Awards based on the principles of Total Quality Management since 1990's. There have been some higher educational institutions obtaining the awards of the highest national quality. Taking examples of those having obtained the National Quality Award respectively in the United States and Taiwan, the research has compared the performance results of the appraisal indexes as well as contents of the performance results from those awarded universities with the attempt to provide universities which are interested in applying for the National Quality Award in the future. The methodology of the research is the comparative educational research proposed by G.Z.F. Bereday, aiming to comparing and analyzing the application documents from the awarded universities in the US and Taiwan. The performance results of the US awarded universities have demonstrated more focus on the process and results of learning, while the results of the Taiwan awarded universities have stressed more at the school’s administration and management performance.
