This study intends to analyze the review documentations of the Central Education Council and also discuss about the "special curriculum-morality" promoted by the Ministry of Education of Japan in recent years. The major research purposes include: first, to analyze the background for the Ministry of Education of Japan to promote the "special curriculum-morality"; second, to master the content of the "special curriculum-morality" promoted by Japan's Ministry of Education. The study came to the findings that the background of Japan's reinforcement on moral education is closely related to the internationalization and meanwhile to its patriotic education as it emphasizes the love for the hometown and the nation by educating the students to have the whole world in view while rooting to their homeland. The target of such education is to enforce both the norms awareness of Japanese people and also their patriotism by integrating specific time and contents into the curriculums in schools at compulsory education stage.
