韌性社區與企業防災之協力的機會及挑戰
Opportunities and challenges for the collaboration between resilient communities and business disaster prevention
摘要
有鑑於過往災害的案例，我們可以發現政府部門雖努力投入防救災工作，但社區對於災害的耐受力卻相當不足，在面對災害時無法有效因應；在災後復原上，也需要更長的時間，因此有必要積極投入提升社區抗災性（disaster resistance）或其災害韌性的工作。2018年至2022年「災害防救深耕第3期計畫」將積極推動「韌性社區」（resilience commnity），韌性社區乃是指社區具有災害容受力，對於災害能夠快速反應及回復，除了社區環境較能夠承受災害衝擊外，也強調能快速反應並自災害中復原。為培植社區自主防救災人員，推廣災害自助互助精神，內政部參照日本防災士制度，規劃推動「防災士」工作。世界各國均朝深化自助、互助及公助機制努力，其中首重自助、互助。培訓防災士就是要落實建構社區自主防救災的自助、互助知能及多元參與能量。其中以企業及學校作為這一波推動韌性社區與防災士培訓的重要對象。本文先向推動社區防災整合成效相當良好之新北市消防局座談請益（2018.10.24），繼而邀請國家災害防救科技中心、消防署、台北市消防局與新北市消防局相關專家及主管「防災社區與韌性社區、企業防災」的代表，舉辦「韌性社區與企業防災的協力的機會及挑戰座談會」（2018.11.23），並接續與具有推動內科及南軟企業防災經驗的台北市政府災害防中心座談（2018.11.30），了解推動的經驗及問題。綜合該三場座談共識為基礎規劃後續調研。以素來有推動企業防災需求的澎湖旅宿業者、內湖各大賣場、信義大型購物百貨中心、南港南軟中信購物中心與Citylink做為辦理分區座談的對象（2019.1.7-2019.1.25）。綜合上述座談初步分析後，於5月10日及17日招開兩場專家學者座談，探究韌性社區與企業防災的機會與挑戰，並提出策進建議。

In light of past disaster cases, We can find that although government have made great efforts in disaster prevention and relief, but the community's tolerance to disaster is quite inadequate, unable to respond effectively in the face of disasters. Talking about the disaster recovery, it also takes longer. Therefore, it is necessary to actively invest in improving the community disaster resistance . During 2018 to 2022 ＂Disaster Prevention and Deep Cultivation Phase 3 Project＂ will actively promote resilience community. Resilience community means that the community has disaster tolerance, respond and recovery quickly to disaster. In addition to the community environment being more able to withstand the impact of disasters, also emphasizes the ability to respond and recover quickly from disasters. To cultivate independent and proactive human resources of community disaster prevention and relief , promote the spirit of self-help and mutual assistance during disasters. Ministry of the Interior refers to the Japanese Disaster Prevention Officer System, planning to promote ＂disaster prevention officers＂ training. Around the world are working towards strengthen self-help, mutual assistance and public assistance mechanisms. Disaster prevention officers training is to implement the construction of community independent capacity of disaster prevention and relief's self-help, mutual knowledge and multiple participation energies. Among them, business and schools are used as important objects in this wave of training to promote resilient communities and disaster prevention officers. By way of depth interview and round table discourse,we analysis and provide research finding and recommendation.
