住宅性能檢驗項目重要性認知之研究
A study on the Importance Cognition of Housing Performance Assessment
摘要
台灣自2012年內政部營建署開始施行「住宅性能評估實施辦法」，並於2015年指定台灣建築中心為辦理住宅性能評估機構，至今仍未收到任何申請案件，可見此辦法在台灣尚未受重視，台灣住宅的性能問題依然常遭指摘。本研究透過彙整國內外住宅性能評估相關制度、分析台灣住宅常見性能問題，經由日本、英國、美國、中國大陸的住宅性能評估制度比較分析參考國內現行相關建築標章，了解更多住宅性能評估項目，同時檢視台灣住宅性能常見問題，借重營建相關專家之認知（包含建築業者、專業技師、政府相關機關與學術單位），以專家問卷來探求我國住宅性能評估必要之評估項目，據以進行民眾問卷調查；接著從住宅消費者及住宅供應者之立場，探求民眾對各項住宅性能評估項目重要性、認知度及接受度之看法，並尋求政府利用公權力管理之配套措施；將資訊公開透明來建構示範案例，希望能增加民眾對於住宅性能評估制度之重要性認知及申請意願。

Construction and Planning Agency in Taiwan executed the ＂Housing Performance Assessment Measure＂ Since 2012, but there was not yet received any application case until now. Therefore, Housing Performance Assessment System in Taiwan still valued even residential performance problems were often criticized. Through aggregated housing performance assessment system from other countries such as Japan, UK, USA, and China furthermore to refer the housing-related certifications for learn more projects. While viewing the residential performance issues in Taiwan and reference foreign assessment projects to establish expert questionnaire (including construction servant, professional technicians, government agencies and academic scholars). With experts opinion survey to select what's more important and build the required inspection items. And then build public investigate questionnaire to seek public views, awareness and acceptance of the importance on the Housing Performance Assessment. The subsequent explore ways to strengthen the promotion and increase government incentives or supporting measures. In this way we hope to increase the people's understanding and application will of housing performance assessment system in Taiwan.
