社區駐衛保全臨時勤務派遣保全人力之現況探討
Discussion on the current situation of dispatching security manpower for temporary duty of community garrison security
摘要
本研究的目的是探討臨時勤務派遣保全人力的現況探討。臨時勤務是指因固定班或機動班保全員個人因素，於勤務前一天發現無法依照原先排班表所規劃的執行衛哨勤務，必須派遣其他人力加以支援。固定班保全員是指案場中固定擔任日班保全員或夜班的保全員。機動班保全員是指因班表需要輪班，或是不同案場輪調的保全員。固定班保全員及機動班保全員均屬於保全公司長期聘僱的保全員。臨時勤務派遣保全人力也存在許多問題，例如保全員的資格、臨時勤務派遣者的責任及薪資如何支付給臨時勤務派遣保全人力。本研究將透過問卷調查的方式，了解臨時勤務派遣機動保全的實際情況，包括派遣人力的來源、程序、核准等相關措施。調查發現保全公司的案場因保全員臨時缺勤由保全公司幹部負責尋找代理保全人力的為最多，其次是由案場保全主管負責尋找，最後是由案場總幹事負責尋找。保全公司幹部處理臨時勤務派遣人力最常是指派保全公司的編制內機動保全員支援。由案場保全主管負責派遣代理保全人力時最常用的方法是協調同案場其他休假保全員支援臨時勤務。由案場總幹事負責派遣代理保全人力時最常用的方法是調整排班順序，讓後續排班執勤的保全員提前執勤。因應新冠肺炎疫情影響，在案場保全員隔離或確診請假情況下，保全公司可經管委會同意，由案場總幹事代保全職務，扣除該班保全服務費。

The purpose of this study is to explore the current status of dispatch of security personnel on temporary duty. Temporary duty refers to the fact that the security personnel on fixed duty or mobile duty find that they cannot be on duty according to the original duty one day before the duty due to personal factors, and must dispatch other staff to support them. Regular shift security guards refer to security guards who regularly serve as day shift security guards or night shift security guards at the crime scene. Mobile security guards on duty refer to security guards who need to work in shifts due to shift scheduling, or between different cases. Both the security guards on fixed duty and the security guards on mobile duty are long-term employed security guards of security companies. There are also many problems in dispatching security personnel on temporary duty, such as the qualifications of security personnel, the responsibilities of security personnel dispatched temporarily, and how to pay the salaries of security personnel dispatched on temporary duty. This study will use questionnaires to understand the actual situation of temporary service dispatch mobility guarantee, including the source, procedure, approval and other related measures of dispatched personnel. The investigation found that because there are no security personnel at the scene of the crime, the cadres of the security company are most responsible for finding the security personnel of the agency, followed by the security supervisor of the crime scene, and finally the person in charge of the case. Security company cadres are most often sent to support mobile security personnel within the security company establishment when handling temporary tasks and dispatching manpower. The most common method used by security directors responsible for assigning agency security personnel is to coordinate with other furloughed security personnel at the same location to support temporary duties. When the director-general of the case site is in charge of dispatching the security personnel of the agency, the most common method is to adjust the scheduling order so that the security personnel who were originally on duty at the back are on duty earlier. In response to the impact of the new crown pneumonia epidemic, if the security personnel at the scene of the case are quarantined or on vacation, with the approval of the management committee, the security company can mediate the person in charge of the case. Serve as a security guard on site, deducting the class security service fee.
