新时期“剪刀差”辨析

摘要

构建社会主义新农村是新时期中国政府提出的一项重大的战略决策。而缩小城乡差距，统筹城乡发展，解决好8亿农民的整体收入和消费水平偏低的问题，既是建设全面小康社会的重中之重，又是建设和谐社会进程中的关键一环，也是建设社会主义新农村过程中必须解决的问题。本文研究新时期城乡差距“剪刀差”的新表征、新成因，以便找出治理“剪刀差”的新措施。

The construction of socialism new countryside is a significant strategic decision which Chinese government proposed at the new time. Reducing the Urban-rural gap, planning the city and countryside development, solving the question of 800,000,000 farmer's low overall income and low consumption level, not only is the most important problem in construction of the comprehensive well-off society, but also is a key link in advancement of constructing harmonious society, and it is the question which must be solved in the process of socialism new countryside construction. This article studies the new Characterization and new cause of the Urban-rural gap at new time, in order to find the new countermeasure of governing the Difference in price of agricultural and industrial product.
