臺灣有機農業如何推廣?從生產者與消費者兩行動者觀點進行探討

How to Promote Organic Farming? Review of Producer and Consumer Perspectives on Organic Farming

摘要


本研究旨在思索「現階段臺灣有機農業如何推廣?」,並主張應兼顧有機消費者和有機生產者的觀點,重新認知有機農業推廣的內涵。首先,本文認為有機農業在內涵上具有創新知識和技術的特質。因此,在生產端上,應該避免強調單向的由上而下、機械式的技術(知識)推廣,而應該更加聚焦在如何建立有機農耕知識與農民生活的結合,關注農民如何將有機農耕轉化為自我生活經驗的再創造;其次,從消費者面向探討有機農產品消費的意義,本研究歸納出有機消費的意義建構圖像,以此可說明,消費者如何持續建構其有機消費之意義。在政策上,應將有機消費視為是消費轉型朝向公益的表現,促使更多有機消費者朝向道德、環保的消費意義邁進,以支持有機農業發展。

This paper aims to discuss how to promote organic farming at the present stage in Taiwan. Through a literature review of organic agriculture, this paper will contextualize the concept and realization of promotion of organic farming with actors' perspectives. Then, the researcher will propose two dimensions discussions. Firstly, this research defines organic farming as an innovative knowledge and technique, so that localizing relative knowledge and infusing it into farmers' lives experiences would be important issues. Secondly, the researcher induces the concept map of organic consumer culture to represent the dynamic meaning construction of organic consumption. Based on above discussions, the researcher tries to make two suggestions on policy of promotion of organic farming as follow: 1. The government should build a mechanism to infuse knowledge of organic farming into organic farmers' lives; 2. The initiator should take organic consumption as a pro-social activity to initiate consumers toward ethic and environmental consumption for supporting the extension of organic agriculture.
