在職勞工參與職業訓練之有效性分析-以產業人才投資方案為例

An Analysis on Training Effectiveness of In-service Employees Participating in Vocational Training: Case of Industrial Human Resource Investment Program

摘要


隨著全球環境與社會等外在環境的快速變遷,知識更迭的腳步加快,推動各產業結構與工作型態的改變。為因應外部環境的急遽變化,全球政府與企業均配合國家重要的產業發展政策推動各項職業訓練措施,培育國家優質勞動力。隨著近年產業競爭環境更迭快速,職業訓練於當代社會變遷的重要性與日俱增;爰此,擔負國家勞動力運用、提升及發展任務之幕僚機構-勞動部勞動力發展署致力於針對事業單位與在職勞工提供多元職業訓練資源,以協助勞工加強專業知識或技能,及提高職場競爭力。為能持續優化與精進我國職業訓練之推動方向,本研究案以發展署於2008年起針對在職勞工所推動的「產業人才投資方案」為例,目標為透過客觀的數據分析,瞭解在職勞工參訓樣貌、訓練課程需求等重點,並驗證職業訓練政策推動的有效性,以掌握政府透過部分補助推動在職訓練的有效性,與未來在職訓練優化的精進方向,此份研究重點有四:首先探究國際在職訓練推動做法;其次針對我國針對在職者提供的產投方案訓練資源的辦理情形、參訓學員與就業表現情形進行了解;再者分析「有」參與在職訓練的在職者,相較於「未」參與的在職者,兩者對照的就業表現;最後,提出產投方案或未來我國在職訓練優化的方向建議。

The "Industrial Human Resource Investment Program" is one of on-the-job-training programs in Taiwan since 2007. This program provides diverse practical training courses, which hope to enhance the competencies of employed workers, to meet the labor market's requirements and support industrial development. With the different training institutions, the program is divided into the "Industrial Human Resource Investment Project" and the "Labor Independent Learning Project". The main goal of this study is to evaluate the overall performance of the "Industrial Human Resource Investment Program" and to describe the specific features of the two projects. This study completes a literature review of domestic and overseas case studies, uses database of approximately 330,000 workers who enrolled in the labor insurance system from 2017 to 2020 for quantitative analysis, and conducts in-depth interviews of the program participants, including courses committee members and training institutions. The final recommendations for the program are to strengthen person-industry fit, design the curriculum map of the course, and push ahead on "key industry training course" policies.
