在地球村的時代,各國對自外國輸入食品需求漸增,而食品安全的保障,端賴專業嚴謹的法規與制度,我政府近年來亦開始研究其他國家法制。韓國2、新加坡分別是東北亞、東南亞的代表性食品管理先進國家,值得吾人瞭解其輸入食品安全法制。本文即緣起產學合作之技術報告,彙整分析韓星二國之食品市場概況、主管機關與主要法規、輸入食品安全管理機制、輸入食品邊境查驗措施。本文並於適當處提出兩國相關法制足供讀者參考比較處。研究成果顯示,韓星二國皆具有成熟且需求大的輸入食品市場,政府設置獨立的食品安全機關,以專門之食品衛生法管理輸入食品,注重預先防護,並依風險基準方法進行邊境查驗,且各具獨到之法制設計,值得我國借鏡。
In the era of global village, countries seek more and more food from overseas, and imported food safety relies on professional and complete laws, regulations and systems, and recently Taiwan began to pay attention to related food laws and systems of other major countries in the world. As South Korea and Singapore are advanced countries in food safety management in Northeast Asia and Southeast Asia, respectively, their imported food safety laws and systems are worth our study. This paper originated from an industry-academia cooperation project and collects and analyzes the following topics on the two countries of South Korea and Singapore: food market status, governing authorities and major laws, food import safety management mechanisms, and imported food border inspection measures. This paper will also compare mechanisms of the two countries for the readers' reference. Research results indicate that both South Korea and Singapore have developed a mature and highly-demanding market for imported food, set up independent food safety agencies, established laws specializing in food import management, as well as focus their efforts on preventive measures and follow the risk-based approach in conducting border inspection, with unique designs in laws and systems, and thus both countries have set a good example for Taiwan.
