高科技產業群聚效應對當地居民影響之研究
A Study of the Effect of the Industry Cluster on the Inhabitants
摘要
產業群眾所產生的產業群聚效應，乃是促進成長之動力，而此效應對廠商而言帶來許多利益，全世界有關於產業群聚成功案例不勝枚舉，如台灣新竹科學園區高科技產業之成功即聞名國際。科學園區之設立，除了因主管機關提供相關優惠與獎勵措施，吸引許多廠商前來設廠投資，為當地帶來商機與工作機會之外，同時亦隨著經濟發展的快速變遷、高科技產業生態之丕變，而造成當地其空間結構、區域發展與當地居民環境變遷有所改變。然而，雖有許多研究探究科學園區對當地週遭環境影響，但有關產業群眾對於當地居民正負影響因素之系統性研究仍缺乏，因此本研究即以科學園區為例，以問卷調查法方式，針對竹科及南科設立地區之當地居民進行調查。研究結果發現，科學園區的設立雖有助於當地形象提升、城市美化、就業及產業發展促進、教育水準提升，然而，卻也同時對當地環境產生污染、造成交通擁塞，甚至不動產價格上漲、整體居住品質下降等負面效益，研究因而辨別產業群眾對於當地居民之各種正負面影響，並建議應提供相關措施予以改善。

The effect of industry cluster has a strong force to advance the firms development and benefit in many ways. There are a lot of successful cases in adopting the strategy of industry cluster all over the world, such as Hsinchu Science Park in Taiwan. Building up a Science Industrial Park would attract related firms to join and bring up a lot of business chance and work opportunity for local area. However, the rapidly develop of Science Industrial Park will force the local residents to face the issue about life space, pollution, traffic and environmental problems. The influence of industry cluster to local economic and environment would be huge. However, there are a lot of researches investigate the influence of industry cluster to local environment but rarely to the local residents. This research applies the questionnaire survey to investigate the influence of industry cluster to the local residents. The results indicate that there is a lot of positive effect to the local image of residents, such as the advance of city image, city beautification, job opportunity and education level etc. However, the negative effect will arise at the same time, such as industrial pollution problem, traffic jam, high price of property, and low living quality.
