權變觀點(Contingency Approach)在圖書館管理之運用

摘要


近年來,權變觀點(Contingency Approach)已經被用來取代一些管理原則與整合大部分的管理理論。由於各種組織在規模上與目的上都各有不同,要尋找一種放諸四海而皆準的管理原則是不可能的。但是如果能找出權變的因素,如組織規模、組織與個人目標、環境與職權等因素,也許就可以找出一種合乎邏輯的管理規則,來幫助我們對組織做有效的管理。廖又生在「論圖書館衝突管理問題」一文中指出,慣見圖書館經營為因應權變管理(Contingency Management)所需,主管常有朝令夕改,以致館員無所適從。可見權變觀點也被運用在圖書館的經營上。到底圖書館管理者要如何使用權變觀點才不會發生廖又生所提到的這種情況?本文擬從權變管理的幾個面向來探討這個問題,亦試圖找出權變的因素來做為權變管理的依據。而其中如何在科技環境下從事權變管理更是本文討論的重點之一。

The Contingency Approach had been replaced as a management principle and had been incorporated to most of the management theories. It is impossible to find a management principle which is suitable to all kinds of organizations because of the difference in their scale and purpose. Maybe we can find out a logical management principle only if we could discover some contingent variables, such as the scale of organization, the goal of organization or personal, the environment of organization and the power of organization. In the article "Library Conflict Management", Professor Liao had stated that librarians do not know how to do their job because library managers took contingency management and changed the job regulations unexpectedly. In this case, we can see contingency management had also been used for library management. How will library managers use contingency management to avoid the situations like Professor Liao mentioned? This article discussed the questions from different aspects of contingency management. This article also tries to find out some contingent variables which can be based on contingency management. How to use contingency management in technology environment is one of these variables which will be discussed more in this article.
