台灣農會與其信用部關係演變之研究
Study on the changes in relationship between Taiwan Farmers' Associations and their Credit Departments
摘要
從台灣基層農會起源、信用部盈餘與員工數占農會比率而論，農會與其信用部關係實在密不可分。職是言之，能夠充分掌握農會與其信用部關係之演變過程，絕對有助於對台灣農會與信用部發展脈動之了解，所以說農會與其信用部關係演變過程，可視為台灣農會發展具體而微的縮影。揆審我國以信用部為題所發表的學位論文或專論，大多從經營管理角度切入，鮮少觸及農會與其信用部關係演變之探討。有鑒於前述議題之探討，與今日農會信用部地位與角色之型塑有密切因果關係，故本文以農會與其信用部發展時間序列為經，農會與其信用部發生之大事紀為緯，藉以劃分出農會與其信用部關係演變10個不同發展階段，並闡述造成每一階段關係演變之原因所在及其特性。彙整前述農會與其信用部關係10個發展階段演變之原因及其特性，本文謹提出3項評述與建議，其一、我國農會得以經營金融事業，與信用部仍是農會不可分割的一部分，追本溯源首應歸功於一個人－陳誠先生，和一個組織－中國農村復興委員會；其二、切勿昧於歷史教訓與事實，主張信用部獨立農會之外；其三、爾後農會與其信用部關係有所調整或變革時，應朝體制內改革或在農業金融體系內進行，以免重蹈往昔失敗之覆轍。

The relationship between Taiwan farmers' associations and their credit departments is significantly close owing to the establishment, the profit of credit department, and those employees of farmers' associations. Only when mastering the developing process of farmers' associations and their credit departments, can we understand the whole vision of them. In other words, study on the changes of their relationship would be regarded as the miniature of developing process of Taiwan farmers' associations. Reviewing the domestically published thesis and papers, which probe the credit departments of farmers' associations, mostly focuses on the management instead of the changes in relationship. Accordingly, researches on the developing process of farmers' associations and their credit departments have absolutely causal relationship while portraying the role and position of farmers' associations. Therefore, this study diachronically describes 10 different developing steps of farmers' associations with their credit departments, and further manifests the important events, reasons and characteristics of every changing process. Integrating the above research results, three comments and suggestions are proposed: 1. Taiwan farmers' associations and their credit department are inseparable while running banking business. And that is attributed to the person, Mr. Cheng Chen, and the organization, which refers to The Joint Commission on Rural Reconstruction; 2. Taiwan farmers' associations and their credit department are unable to be separated through the historical perspective; 3. Once the relationship between Taiwan farmers' associations and their credit department needs to be adjusted, we should focus on the reformation of their inside the system or the agricultural finance system in order to avoid failure.
