本研究針對臺中市某社資中心之服務家庭進行問卷調查及實務工作經驗進行檢視與整理。問卷包含疫情所造成的影響;以及期待提供的資訊與服務方式。對發展遲緩兒童而言,就醫、療育與就學影響程度不大,但因疫情程度影響使用意願或暫緩連結;而公共空間因管制,影響家長外出安排活動機會與意願,孩子因防疫較少外出活動,情緒容易煩躁。對發展遲緩兒童與其家庭而言,經濟衝擊家庭支出分配與優先順序;親子在家時間增加,衝突頻率亦增多:家庭成員因教養問題產生摩擦。透過瞭解家庭現況,與早療社工的服務內涵與角色,以及資訊與通訊科技的運用狀況,進而延伸出創意及多元的服務模式,協助家庭獲得支持與相關資源。最後依據研究結果提出相關建議,諸如明確的防疫管理準則與履約的彈性調整、落實防疫措施、社工自我照顧、社工實務與科技運用的相輔相成、加強與個案工作的會談技巧、真正落實以家庭為中心服務內涵等。
This study conducted a questionnaire survey on the cases of families served. Practical work experience was also examined and organized. The questionnaire included the impact of the pandemic and the information and services expected to be provided. For families with developmental delay children, access to medical, therapeutic, and schooling services was not significantly impacted, but the severity of the outbreak affected willingness to use or suspend linkages. Due to the regulation on public spaces, parents were less likely to arrange activities outside of the home. As a result, children had fewer outings and became easily agitated. For children with developmental delays and their families, the crisis had an economic impact on the allocation and prioritization of family expenses. More parent-child time at home increased the frequency of conflict: family members became more combative over parenting issues. By understanding the situation of families, the service content and role of early intervention social workers, and the use of ICT, creative and diversified service models can be developed to help families get support and related resources. Finally, based on the findings of the study, relevant suggestions were made, including clear guidelines for preventive management and flexible adjustment of protocols, implementation of preventive measures, self-care of social workers, synergy between social work practice and the use of technology, strengthening of casework interviewing skills, and realizing family-oriented services.
