醫療院所供膳作業食材採購規格之訂定

摘要


由於病人膳食多元且複雜,其食材採購對於醫療院所而言必須確保食材安全,故為營養部門重要業務之一。本專案為臺北市立聯合醫院營養部針對食材採購經驗之說明,針對一般食材採購應遵循之法規、計價、食品標章考量、採購規格訂定原則與重點等進行詳細說明。採購規格需求的條款通常依據履約標的物特性訂定,訂定原則必須具有明確之驗收標準,針對廠商資格條件及包裝運送條件等需有清楚描述。此外,亦建議依違反合約事件性質及累計違反合約次數訂定罰則,以確保廠商能依契約條款履約,建議訂定之點數等。對於食材遲延交貨、未符合契約約定、有品質或使用上之瑕疵、無法正常供貨或換貨,或經檢驗出有害物質等狀況,建議可依情節輕重訂定懲處相關條文。本文亦針對與食材相關之標章或認證等進行說明,目的希望在政府食品安全政策及現有資源下,醫療院所得以採買到適用且品質有保障的食材。

Since meals for patients are diverse and complex, considering food safety, foods and food ingredients procurement become important responsibilities of the nutrition department of medical institution. This report is about the food ingredients procurement experience of Taipei City Hospital. We elaborate the contents, including the laws being complied, pricing, food marks, and principles and key points of setting procurement specifications, and so forth. Furthermore, we also offer some suggestions and reminders about the specifications of food ingredients frequently used in the medical institutions. Normally, the required specification clauses should be based on the characteristics of the objectives specified in the contract, and the principles should be specific in contents and with acceptability criteria. In addition, qualifications of suppliers and terms of packing and transportation should be clearly described. Moreover, the contractor penalty terms should be set up, and those may also depend on the extents to violate the contract and number of the accumulated noncompliance to ensure compliance of the food supplier. The number of the accumulated non-compliance can be suggested accordingly. The above-mentioned non-compliance includes delay in delivery, violation on contract terms, unqualified goods due to defects, abnormal supplying or replacing of the goods, or hazardous substance being inspected out. Provided that numbers of the accumulative non-compliance exceeding the pre-set threshold, the procurement contract can be terminated. This article also introduces some qualification marks and certification procedures about the food ingredients procurement. Under the government's policies and the existing resources, we hope that food materials with satisfactory and guaranteed quality could be obtained by medical institutions through procurement.
