苗栗縣地方派系與基層選舉之研究:以頭份市農會選舉為例

A Study on Local Factions and Grassroots Elections in Miaoli County: Take the Toufen City Farmers' Association Election as an Example

摘要


苗栗地方自治選舉深受地方派系的影響,由於地方派系擁有強大的動員能力,農會的選舉也深受派系的影響,本文運用地方派系理論、派系理論、二元統治聯盟與侍從主義、人際關係網絡理論,探討上位的「恩庇主」如何將其掌握的資源和利益,提供給「侍從者」借以交換政治支持。並以頭份市農會選舉為例分析地方派系對基層選舉的影響。農會與地方派系是靠人情關係結合,只要有人情和利益關係就可以動員,在政治上的親密關係由金錢與功利型關係漸漸地取代以前情感型關係,而地方派系只要控制農會總幹事就能掌握農會資源,同時控制農會總幹事的職位,對個人或地方派系而言,均具有很大的交換與動員功能。藉由頭份市農會的選舉可以了解地方派系競爭對政治利益的影響。

Miaoli's local autonomy elections are deeply influenced by local factions. Because local factions have strong mobilization. The election of farmers' associations is also deeply influenced by factions. This paper uses local faction theory, faction theory, dual ruling alliance and clientelism, and interpersonal network theory to discuss how benefits are provided to "servants" in exchange for political support. The Toufen City Farmers' Association election is used as an example to analyze the influence of local factions on grassroots elections. Farmers' associations and local factions are combined by human relations. As long as there are favors and interests, they can be mobilized. Under the political intimacy, the relationship of money and utility gradually replaces the previous emotional relationship. As long as local factions control the director-general of the farmers' association, they can control the resources of the farmers' association. At the same time, they control the position of the director-general of the farmers' association, which has great exchange and mobilization functions for individuals or local factions. The impact of local factional competition on political interests can be understood through the election of the Toufen Farmers' Association.
