國語日報社自1995年起舉辦「兒童文學牧笛獎」,經歷23年,迄今已舉辦17屆徵選活動。獎項宗旨為發掘兒童文學創作人才,鼓勵兒童文學創作風氣。獎項徵選童話創作,經由初審、複選、決選三階段,經過不同的評審者組成,再透過評選會議討論、投票,選出獲獎作品,給予獎金鼓勵,並且出版。截至第17屆,已有55位得獎者,培育許多兒童文學創作人才。本文首先從牧笛獎的評選機制以徵文辦法,評審者的組成、徵選過程等,分析獎項背後權力運作帶來的影響。並進一步透過歷屆牧笛獎評審者在作品審查會議的發言整理記錄,爬梳評審者們對於評選出「好童話」應具備的內涵,檢視牧笛獎衍生的問題。本文發現牧笛獎作品得獎排名,由於每位評審所持重點標準不盡相同,對作品評價也有差異,因此排名決定代表的是該屆評審者討論之下的共識。在徵選過程,透過評審者對於作品題材、寫作技巧呈現等議題討論,賦予牧笛童話新內涵。再者,徵文不限國籍的規定,擠壓了臺灣創作者的勝出空間,然而透過牧笛獎持續舉辦,同時豐富華語現代童話內涵和創作表現,也培育出更多臺灣童話創作者,成為進入兒童文學出版創作的敲門磚。
The Mandarin Daily established the "Mu Di Award" in 1995. It has been 23 years and has held 17 selections (2018). The goal of the award is to discover talented authors for children's literature writing and encourage children's literature writing. The award recognizes outstanding fantasy works. The selection process has three stages of primary selection, re-selection and final selection by different groups of juries. The juries select awarded writings through discussing and voting. The authors of the awarded writings receive their prizes and their works are published. 55 winners have been awarded in the 17 selections. The award has discovered many talented authors for children's literature writing. This article first analyzes the impact of the power behind the award from the selection process, submission criteria, the composition of the juries and the selection process of the jury members. Then, the article collates the criteria that meet the qualification of outstanding fantasy writings through examining the jury members' minutes during reviewing the submitted works. Finally, the article discusses the issues that derived from the Mu Di Award. It is found that the sponsor behind the Mu Di Award is the original power owner and also the leader. The power is passed to the juries through the established award and the selection of the jury members who determine the awarded writings. Each jury member has one's own standard and each ranking of the year is the consensus after the jury's discussion. All previous jury members dominated the direction of the Mu Di Award based on their definition to the fantasy literature and their consensus to children's points of view. The awarded fantasy writings, containing fantasy elements, interestingness and logicality, must not only be suitable for children but also have a good presentation of text as well as heuristic quality. The opportunities to win the award for local Taiwanese authors, however, are less as the submission is open to all Mandarin writings regardless of the authors' nationality. Yet, through the ongoing "Mu Di Award," more Taiwanese fantasy authors are discovered and the award has become the entry for the publication in children's literature writing. Meanwhile, the context of modern Mandarin fantasy writings and the presentation of fantasy works have become abundant.
