教育是一種需要投注時間且持續反覆的長期性活動,全民國防教育更是如此。然而,全民國防教育地方治理的地方性整合觀點,過去少有研究探討。基此,本研究透過國防教育北、中、南、東等地方參與者之深度訪談,探討不同地方民眾對於全民國防地方治理活動是否存在共識觀點?透過共識觀點,期能消弭教育「供應」者與「需求」者間的期待落差,進而發揮整合綜效。研究顯示,現階段全民國防教育已逐漸獲致共識,邁向全民國防公民參與;地方民眾相當重視並亟欲瞭解當戰爭來臨時,如何「自我防護」與「自我定位」之知識,此應可做為未來主管機關全民國防教育地方治理的思考基礎與施力點。基此,本文提出「配合全民國防手冊實施當地教學,熟悉戰場環境」、「與民間企業、非營利組織與第三部門簽訂跨域協定」、「重新檢視民眾於戰爭中的角色定位」以及「與民防系統建立夥伴關係」等4項政策建議,做為未來全民國防教育地方治理之參考。
Education is a long-term activity that requires investment of time and continues to be repeated, especially national defense education. However, there has been little research on the local integration perspective of local governance of national defense education in the past. Through in-depth interviews with local participants in national defense education in the North, Central, South, and East, this study explores whether people in different places have a consensus view on the local governance activities of national defense for all? Through the consensus view, it is hoped that the expectation gap between education "suppliers" and "demanders" can be eliminated, and the synergy of integration can be exerted. The research shows that at this stage, national defense education for all has gradually reached a consensus, and it is moving towards local participation in national defense; local people attach great importance to it and are eager to learn how to "self-defense" and "self-positioning" when war comes. This should be done It is the basis for thinking and the point of application for the local governance of national defense education for the competent authorities in the future. This article argues that "cooperate with the national defense manual to implement local teaching and familiarize yourself with the battlefield environment", "sign contracts and agreements with private enterprises, non-profit organizations and the third sector", "re-examine the role of the people in war" and "communicate with the civil defense system Establish partnerships" as a reference for local governance of national defense education in the future.
