鳳山第一公有市場之歷史發展
The Historical Development of Fongshan First Public Market
摘要
清朝統治臺灣初期，雖然縣治設置在興隆庄，但整個鳳山縣的商業發展仍以下陂頭街最為興盛，甚至到了1764年，下陂頭的「街市」在短短四十餘年間，從原本一條擴大到四條。1788鳳山縣遷治以後，隨著行政中心的移轉和新城人口不斷僅快速增長，連帶使「街市」也更加快速發展，傳統上的「菜市仔」、「柴市仔」、「魚仔市」和「鴨仔市」也在此時相繼出現，而其中最熱鬧的地方即是登瀛街、寅踐門及大廟口街交叉之「三角通」。1895年鳳山出張所所長柴原龜二認為，鳳山街之人民未對衛生加以重視，導致市街汙穢不堪，因此他除了針對城內制定相關清潔辦法，更積極尋找適當的空地針對「三角通」兩側的攤販進行移轉，所以在1895年12月15日透過資金募集成立了鳳山市場。鳳山市場成立後，在各方想要進入市場營生的情形下，市場每隔一段時間就會進行改築，其中1901年鳳山市場在改築過程，從原有「四聖廟」、「六將廟」和「魚市」和「鴨市」的位置，轉移到現中山路與維新路口。1911年因為推行街市區改正計畫，鳳山市場藉著縱貫路拓寬的機會蓋起了新式街舖，包括原有在店舖範圍上的「鳳山劇場」也遷到另一側擴大經營，一連串的發展奠定了鳳山以市場為核心的發展機制。

In 1895, the Governor's Office appointed Kameji Shibahara as the director of the Fongshan Office of the Tainan Civil Affairs Branch. After taking office, he thought that the people of Fongshan did not pay much attention to sanitation, causing the city to look untidy and suffer various infectious diseases. Considering that a quick and appropriate measure of hygiene management was necessary, he divided Fongshan into six districts and assigned committee members to manage hygiene in each district. In addition to formulating hygiene measures for the bustling streets corners in Fongshan, he also searched for appropriate open space to transfer the stalls on both sides of Sanjiao Tong. Through fund raising, he established Fongshan Market on Dec 15, 1895.
