一、自二次世界大戰結束以來,北冰洋在政治、軍事與經濟上的價值日愈突顯,除成為冷戰期間美蘇軍事對抗的重要場域,近年來沿岸各國更覬覦其龐大的洋底資源,爭相進行科學研究與主權聲索。二、全球暖化擴大北冰洋夏季融冰的速度與範圍,該地區海底資源開發與海洋通過利用的可能性亦大幅提高,國家之間的利益衝突持續擴大。三、融冰與資源開發所造成的環境威脅亦不容忽視,在關注國家主權與資源競逐的同時,生態浩劫與環境保護問題,業已衝擊該區域永續發展的基礎。四、本文旨在探討區域安全問題的發展脈絡,及其所面臨之重要挑戰,文章主軸將置於區域安全問題之肇因,同時分析該問題所衍生的安全意涵。五、全文擬從北冰洋主權爭端的大國角力、海洋資源與戰略航道的競爭、全球暖化與生態浩劫等三個面向進行剖析,期能藉由綜合的視角,透視區域安全問題之全貌,並說明北冰洋區域安全所面臨之挑戰。
1. The Arctic Ocean has become more valuable in international political, military and economic affairs since the end of the World War II. It is not only area of military confrontation between US and USSR in the past, but also place the coast countries strive to occupy its maritime resources by scientific investigation and sovereignty declaration. 2. Global Warming is accelerating the summer melting speed and increasing possibility of navigation in the Arctic Ocean. This latest development magnifies national interest conflict among coast countries. 3. As international society focuses national competition for territorial sovereignty and maritime recourses, biological havoc and environment problems caused by melting and exploitation also undermine the basis of sustainable development in the region. 4. This thesis aims to explore the context of regional security and its facing challenges. The main structure will be pressed on courses resulting in regional security problems, so as to analyze their security implications. 5. The main arguments explaining imminent challenges for the Arctic Ocean will be concluded by comprehensive approach, included power-politics to sovereignty among leading countries, competition for maritime resources and strategic navigation routes, and global warming and biological havoc.
