美國新一代「福特」級航母發展及戰略意涵探討

摘要
一、2017年7月美國新一代航母「福特」號正式服役，這是繼第一艘「尼米茲」級航母於開始服役後，40餘年來首艘美國海軍新設計的航母。雖然「福特」級航母匯集先進航母科技於一身，有著令人矚目的作戰效能，但由於近年來精準反艦武器與海洋監偵衛星的迅速發展，對航母的威脅與日俱增，加上「福特」號令人咋舌的造價及未來航母編隊所需的高額維持經費，在美國國內產生針對航母實用性的許多質疑聲浪。即便如此，「福特」號的服役透露美國的決策高層仍然堅持發展更堅強的航母戰力，不難看出航母對於美國國家安全中所扮演不可或缺的角色，且具有深層的戰略意涵。二、此外，中共航母對我的戰略效應也不容小覷，因不穩定的兩岸政治環境，使得中共首艘航母「遼寧號」於南海實施的遠海訓練，就能於大陸國內掀起一股「瘋航母」的熱潮。為了將中共航母的戰略效應減至最低，國軍應積極研擬因應之道，並配合政府推動「國防自主」政策，以軍購預算支持臺灣本土國防工業的目標下，審慎運用有限國防預算及資源，仔細評估最能符合目前作戰環境所需的國防投資項目，進以發揮我對敵的最大戰略效應。

1.USS Gerald R. Ford (CVN78), the US new generation carrier, was commissioned formally in July, 2017. This ship is a new design in over 40 years since the last ＂Nimitz class＂ carrier was commissioned in 1975. USS Gerald R. Ford has several cutting-edge technologies and the outstanding combat capability. The threat from the rapid development of the accurate anti-ships weapons and naval ocean surveillance satellites and, moreover, the enormous cost of building Ford-class carrier and maintaining the carrier strike group have inspired many questions regarding the practical of the carriers in the United States. However, even facing those questions, the commission of USS Gerald R. Ford has shown the US decision-makers' determination that the United States still rely on strong carrier's power in the future. Therefore, it is easy to observe that the crucial role of the carriers play in US national security strategy and the strategic implications they possess. 2.In addition, the strategic effects of China's aircraft carriers cannot be ignored. During the time China's first aircraft carrier Liaoning holding drills in South China Sea, it has been an upsurge on China's aircraft carriers in Taiwan due to the unstable cross-strait political environment. Yet, in order to minimize the strategic effects of China's aircraft carriers, our military should develop practical plans to counter actively. Moreover, Taiwan's military also need to comply to the government's ＂defense independence＂ policy in the effort of supporting indigenous defense industries by the annual defense budget. Use defense resources with prudent and analyze closely the most suitable defense investment based on present operational environment so as to create our maximum strategic effects against PLA.
