從日艦「出雲號」改裝分析東北亞戰略局勢發展
Analysis of Japan Maritime Self-Defense Force re-designating Izumo-class helicopter destroyer and Strategy Development of Northeast Asia
摘要
一、2018年12月18日日本政府批准的《防衛計畫大綱》與《中期防衛力整備計畫》，海上自衛隊「出雲號」直升機護衛艦將進行改裝，除大幅增強海上防衛作戰能力外，亦可增強日美軍事合作，以應對北韓與中共與日俱增的軍事威脅。二、日本「出雲號」直升機護衛艦配備之系統具有反潛、對海攻擊、對空防禦及指揮管制能力，改裝後搭載F-35B戰機，可保障日本海上自衛隊制海、制空權，並且援助日本自衛隊島嶼奪回作戰。三、未來「出雲號」可以提供美軍戰機燃料、彈藥補給與後勤維修，並成為海上作戰平台，協助建構印太戰略防禦體系。該艦「航艦化」是否會對未來東北亞區域戰略產生重大影響，進而牽動印太安全體系的發展，值得觀察。

1. According to new ＂Defense Plan Outline＂ and ＂Mid-Term Defense Program＂ on December 18, 2018, the Japanese Maritime Self-Defense Force Izumo helicopter destroyer will carry out multi-purpose destroyer modification. It will enhance the Japanese Maritime Self-Defense Force’s ability to defend and strengthen Japan-US military cooperation in response to the growing military threat between North Korea and the PLA. 2. Izumo is equipped with an anti-submarine capability, command and control capability, sea attack capability, air defense capability. In the future, Izumo helicopter destroyer will have equipped with F-35B and increased its combat force. It will guarantee the Japanese Maritime Self-Defense Force to maintain command of the sea and air supremacy and assist the Japanese Self-Defense Forces to launch island combat. 3. In the future, Izumo will provide fuel and ammunition replenishment and logistics maintenance for Japanese Self-Defense Force and the US army. Izumo will also built naval combat system to be the main body of defense strategy in the Indo-Pacific. Therefore, this study will explore whether Izumo multi-purpose destroyer which affects the development of the Indo-China security system have a major impact on the regional strategy and development in Northeast Asia. This theme is worth paying particular attention to it.
