一、「冷戰」結束後,全球戰略格局變遷,美國一度稱霸全球,如今面對中共威脅與挑戰,遂在既有的聯盟體系之下,另與英國及澳洲兩國成立「AUKUS」聯盟,意圖壓制中共在印太海域的崛起;也藉由盟邦力量與資源,減少自己國力負擔,同時避免形成「冷戰」時代全面性單一對抗的圍困模式。然而,各國有相對自主性與深層的理性抉擇空間,遂導致彼此間不斷地戰略競合。二、國家主體單元之間所隱藏的競合與內在意義,乃在追求合理報酬與理性的攻勢作為,各國間的國家需求不一定與美國利益重疊;且各方企圖建構權力秤台上的相對收益並向己身傾斜,乃逐漸形構成多方「非零和」的戰略態勢。三、國家對外行動複合著善意與敵意,都將列為權力秤台上的理性考量,並做出適當的選擇,才能符合國家最大利益。因此,對我國海軍而言,深入瞭解「AUKUS」對於「印太戰略」的格局調整與作戰影響,審慎評估中共的企圖與決心,方能時刻警惕、及早部署,才能降低戰爭風險,真正維護國家安全。
1.In wake of the Cold War, the global strategic environment has become unprecedentedly dynamic. In 2021, the United States had sided with Australia and the United Kingdom, and formed the "AUKUS" alliance on the existing multilateral partnership structure. It aims to regain momentum in respond to the rise of China and its influence in the Indo-Pacific region. By forming the alliance, the US is able to alleviate resource constraint and create a shared responsibility among other nations. This network of evenly distributed resources and geopolitical advantages mitigates the possibility of the US taking on the demanding unilateral operational effort. However, other nations are also seeking to secure respective autonomies and political agendas, which could conflict with one another. The intertwined relations inspire rational selections that serve the individual nation's interests while cooperating with the others. Therefore, this "co-opetition" strategic relationship becomes an instrumental driving force that supports the functions of AUKUS. 2.In this co-opetition relationship, the implications suggest each nation strives to pursuit reasonable return of investment from the joint endeavor while reserving offensive options. The national interests of Australia and the UK may not always overlap with the US', thus every individual stakeholder naturally attempts to create a situation to work in its favor, in which gradually induces a complex multilateral non-zero strategic posture. 3.Almost all foreign policies are a combination of either cooperative or adversarial interactions with other political entities, if not both. This allows nations to make well-informed strategic decisions on the basis of a throughout analysis. The introduction of "AUKUS" offers the Taiwan Navy a valuable lesson to reflect on our current philosophy of operations in the Indo-Pacific region. Taiwan Navy's strategic objective can only be met by maintaining forward presence and staying alert in support of other national strategies to avoid conflicts, maintain regional stability, and national security.
