從新加坡海軍建軍與武獲政策論我海軍精進作為

摘要
一、中共國力崛起得自於經濟上的強大實力，使其軍力快速成長，尤其在海軍發展上更是明顯，致兩岸武力益發失衡。我國位處東亞「第一島鏈」戰略要域，海軍更負有保衛海疆之責任；當中共國防力量飛速增長，臺灣海峽與中央山脈形成的天然防禦縱深，正迅速消失，海軍艦隊壓力「顯而易見」。二、艦隊是海軍的骨幹，造艦更是國防工業的重要指標。依國軍建軍規劃及武器籌獲相關規定，軍艦從建案作業、審查至原型艦服役，至少需耗時8年以上，期程不算短。位於麻六甲海峽關鍵位置的新加坡，同樣需依靠堅強海上武力做後盾，其軍艦儎臺籌獲奠基於完整的建軍規劃及軍工實力，以最新的「獨立級」濱海任務艦為例，從建案開始至8艘成軍，僅耗時10年，成為星國海軍快速現代化之關鍵。三、我國海軍應參考新加坡海軍造艦之優點，調整建案籌獲、合約簽署期程，及成軍後面臨之後勤維保與可能產生的消失性商源等問題，納入通盤考量、做出完整效益評估後，據以加速新興兵力建置，提升國防自主實力，俾能確保海上交通線與國家安全。
