反制無人機威脅之省思－以北韓無人機侵擾南韓為例

摘要
一、2022年12月，南韓面對北韓「無人機」侵擾事件未能適切應處，造成民心慌亂並產生國防危機；對比我國面臨與南韓相同戰爭衝突的地緣條件，亦承受著敵對政權運用「灰色地帶衝突」所建立之常態性威脅模式；因此，藉由檢討南韓反制機制之誤失，可做為我國強化反制此類威脅之參考。二、中共無人機發展已在其「軍民融合」政策下獲得豐厚的科研成果，而新式無人機及海上小型雙船體無人航艦的投入，預判將會迅速改變其各式作戰編組及戰術戰法，並提高遂行「反介入／區域拒止」之能力，對比之下，凸顯我國面臨之威脅將日益嚴峻。三、我國自2022年著手建立「無人機」國家隊，亦同步發展相關反制機制；然思考本次北韓無人機侵擾南韓事件，及中共無人機未來威脅現況與發展趨勢，國軍在「防衛固守、重層嚇阻」軍事戰略下，如何強化低層防空之機制值得關注。期望國軍在務實整合國防資源下，能積極建立多層次、多面向防空作戰能力，俾維護國家安全。
