剖析中共《臺灣問題與新時代中國統一事業》白皮書對我國防教育之省思
Analysis of the "The Taiwan Question and China's Reunification in the New Era" by the Chinese Communist Party for Reflection on Our National Defense Education
摘要
一、中共於2022年8月10日發表《臺灣問題與新時代中國統一事業》，此為習近平任內第一次就臺灣問題與兩岸統一所發表的白皮書，其制頒背後原因、意圖及對我國家安全之影響，確實值得國人關注。二、分析中共歷年對臺政策白皮書中，儘管因時代背景不同而有所差異，但基於「一中原則」立場，仍以中共國家利益主導對臺總體政策。在習近平主政下，結合當前局勢，表達其對臺主導及主動權，特別是以「反分裂及反干涉」為主軸，對我國家安全及軍事威懾「不容小覷」。三、本文藉探討中共制頒新的「對臺白皮書」內容，分析其蘊藏內涵，並剖析對臺政策、對我「法律戰」之政治布局及戰略目的。面對中共全方位威脅壓迫，我國除致力於反制共軍外，並應推動國防自主力量，持續厚植後備動員能量、加強全民國防教育在地化，才能防患未然；另一方面，提升人民抗敵意志，做好充分應敵準備，方能確保國家永續發展。

1.On August 10, 2022, the Chinese Communist Party (CCP) published the white paper "The Taiwan Question and China's Reunification in the New Era". This is the first white paper addressing the Taiwan issue and crossstrait reunification released during Xi Jinping's tenure. The motivations, intentions, and threats to our national security behind the formulation of this white paper are highly noteworthy. 2.The interpretation of the three white papers issued by CCP differs due to different historical contexts. However, all these three white papers are based on the "One China Principle" and CCP's interests dominate its overall policy to Taiwan. Based on current cross strait situation, Xi Jinping strongly claimed his dominance and initiatives, especially the 路線五 "anti-secession and anti-interference" strategies toward Taiwan. Particularly, the political and military threats mentioned are also the influences can't be neglected. 3.This article explores the contents of the "Taiwan Issue White Paper", analyzing its underlying implications and dissecting subsequent policies and strategic objectives towards Taiwan, in relation to our political arrangement for legal warfare. Conversely, our country not only strives to counter the framework of the Chinese People's Liberation Army's legal warfare but also promotes independent national defense capabilities, accumulates reserve mobilization capabilities, and simultaneously localize comprehensive all-out defense education. Adequate preparation is crucial to prevent potential risks, thereby boosting the determination of the people to resist adversaries and ensuring sustainable national development.
