「俄烏戰爭」中「認知作戰」運用對我國之啟示

摘要
一、2022年爆發的「俄烏戰爭」已進入第2年，目前仍無平息跡象，戰爭連帶影響國人對兩岸關係緊繃的揣測。「大軍未動，資訊戰先行」，檢視本戰爭中，大量戰事訊息透過各類資訊管道散布，以改變敵我雙方人民情緒與認知，儼然已成為新的戰場。二、本文分析俄羅斯如何在武力戰開始前，經由資訊手段影響目標群眾的認知；而烏克蘭如何藉由民間與政府共同建立假訊息防火牆，讓這場「不對稱」的戰爭，至今仍在國際上受到高度關注與不斷的支持，雙方的資訊攻防內容殊值研究。三、「認知作戰」是政治作戰課題之一，分析戰爭中所採取資訊傳播操作方式，有助啟發反制中共對臺「認知作戰」之方針。期望國軍賡續強化國家認同、建立思想防火牆，抵禦中共對臺假訊息傳播操作；並通過數據輿情分析、掌握關鍵社群，進而採取因應策略，共同封堵不實訊息竄流，維護官兵正確認知，確保抗敵意志，以形成「牢不可破」的精神戰力，嚇阻中共犯臺意圖。

1.The "Russo-Ukrainian war" that erupted in 2022 has entered its second year with no signs of abating. The ongoing conflict has also heightened speculations among the public regarding the tense relationship between Taiwan and mainland China. In this war, where "the information war precedes the actual military engagement," a significant amount of war-related information is disseminated through various channels, altering the emotions and perceptions of the people on both sides, effectively becoming a new battlefield. 2.This section discusses how Russia used information to influence the cognitive attitudes of the target audience before engaging in a military confrontation. It also examines how Ukraine, through a collaborative effort between its government and civilian population, established a cognitive domain firewall to attract attention and support from the international community for the ongoing war, and successfully engaged in asymmetric warfare, holding on until today. This is a worthy topic for research. 3. "Cognitive warfare" is one of the political warfare issues, and analyzing the information dissemination tactics employed during the war can help inspire countermeasures against the Chinese Communist Party's cognitive warfare towards Taiwan. It is hoped that the national defense forces will continue to strengthen national identity, establish mental firewalls, and withstand the Chinese Communist Party's dissemination of false information. By utilizing data sentiment analysis and understanding key communities, appropriate strategies can be implemented to collectively block the spread of misinformation, maintain the correct understanding among the military personnel, ensure a resilient determination to resist the enemy, and form an "unbreakable" psychological combat capability to deter any intentions of Chinese aggression towards Taiwan.
