探討中共面對美國遏制崛起的制裁與反制作為

摘要
一、中共在20世紀末時，即已對當時國際環境進行深入的探討，也分析美國崛起的過程與原因，同時也展現擠身強國之列的企圖；而當時內部就認定，整體國際局勢會由「一個」超級強國主導，轉變為「多個」強國競爭；而中共在崛起的過程中，勢必會與美國競爭，也免不了受其軍事威脅或制裁，甚至爆發「局部戰爭」。二、當前中共積極擺脫對能源依賴的單一性，同時謀求與既有「反美」勢力的外交連結，亦期許自己成為東亞事務的主導方，所以積極成立「上海合作組織」、進行「一帶一路」計畫，並強化軍事力量準備，凸顯北京重視之程度，並積極為未來可能與美方發生衝突，預作準備。三、隨著美、「中」角力升溫，中共對我軍事威脅程度也隨之升高，我國恐將成為大國博弈下的棋子；尤其中共對美國能採取的反制手段或有侷限性，但在應對我國的軍事威懾方面，卻可無限施壓且無所忌憚。當前面對中共日益增強的武力威嚇早已舉國皆知；因此我國如何適切應處，肯定是政府及國人都必須面對的嚴肅問題。

1.The CCP has conducted in-depth research about the current international environment for more than 20 years. In order to surpass Britain and catch up with the United States, CCP has studied how the United States rose for decades. Following the historical context, the overall international will change from one dominated superpower to competition among multiple powers. In the process of China's rising, it will inevitably be facing with the United States. The economic sanctions or military threats will carried out by the United States, so far as local wars will break out. 2.Therefore, the CCP is getting rid of the relying on abroad energy. At the same time seeks diplomatic conclusions with anti-American forces. They hope that they will domain East Asian affairs, establish the "Shanghai Cooperation Organization", carry out the "Belt and Road Initiative", and strengthen the military power. It has accelerated planning to exclude projects recently such as dollar transactions, energy, and semiconductor autonomy. The status of the U.S. dollar cannot be ignored, but it has shown that the CCP is preparing for a local war with the U.S. in the future. 3.With the increase of US-China rivalry, the CCP's military threat to Taiwan has also increased, and Taiwan has become a scapegoat under the US-China wrestling. The CCP's means of revenge against the United States are actually very limited, but the military threat to Taiwan can be infinitely increased. How to deal with the CCP's strong military threat in the Taiwan future will be a serious question.
