淺析「尼日政變」與西非地區的「反殖民」運動

摘要
一、「二戰」前，非洲多為歐洲工業大國的殖民地，戰後經由聯合國提倡「民族自決」的主張，許多新的國家陸續獨立，但大部分都因缺乏政治與經濟的管理人才，而沿用殖民時期留下來的法規、制度，使渠等國家仍持續受到昔日宗主國的控制與剝削。二、此次法、美兩國對2023年7月30日尼日共和國發生軍事政變感到震撼的原因，其一是西非國家正挑戰西方國家統治非洲的正當性；其二是尼日為全球「鈾」的重要生產國，也是對抗伊斯蘭恐怖組織的重要基地，一旦兩國無法掌控尼日，將對西方帶來能源與安全的威脅。三、此次政變，「西非經濟共同體」夾雜在法國與尼日間，一方面須與西非國家進行溝通、協商，保護有關尼日的國家利益；另一方面又要做為尼日的代言人，與法國或西方國家進行外交斡旋。畢竟一旦轉變為內戰或區域國家衝突，恐讓多數西非國家被動捲入戰火；因此，採取和平手段進行對話，實為解決該國政變的最佳策略。
