一、「數位化」與「資訊化」的浪潮正改變國際秩序型態,國家整體安全邊界概念,亦由原本的物理空間、網路空間逐步延伸至個人的「認知空間」,國防部在《國防報告書》中已將「反制認知作戰」概念納入,並結合國防通識教育與政治作戰訓練課程,俾進一步強化現役及後備軍人思想教育。二、共軍對我進行的「認知戰」,重點在散布失敗主義,除引發認知偏見外,亦藉此分化我國內部團結並打擊士氣;因此,海軍積極成立專責單位,主動進行即時訊息應對,同時結合任務,累積反制認知作戰影音資料庫,以具體行動加強在認知場域上備戰,此作法值得進一步推廣。三、反制中共認知作戰,不僅官兵需要在思想教育上精進,以提升正確的「認知」概念;另一方面,透過更豐富的影音視頻運用,加強官兵「為誰而戰、為何而戰」信念,同樣至關重要。期勉國人亦能認清現實、避免非理性思考,並落實全民國防教育認知,才能在思想上「超越敵人、戰勝敵人」。
1."Digitalization" and "Informationization" are changing the pattern of the international order. The concept of national security boundaries is gradually extending from the original physical space and cyberspace to the individual's "cognitive space." The ROC Ministry of National Defense has incorporated the concept of "counteracting cognitive warfare" in its "National Defense Report," combining it with general defense education and political warfare training courses, to further strengthen the ideological education of active and reserve military personnel. 2.The purpose of the PLA's "cognitive warfare" against Taiwan is to spread defeatism. Besides causing cognitive biases, this also aims to divide our internal unity and demoralize our forces. Therefore, the Navy has established a dedicated unit for proactive real-time information response, and in combination with its missions, has accumulated a counter-cognitive warfare audio-visual database. This active preparation in the cognitive domain is commendable and should be further promoted. 3.To counter the CCP's cognitive warfare, it is essential not only for soldiers to advance in ideological education to enhance the correct concept of "cognition" but also, on the other hand, to strengthen their belief in "why they fight" through the enriched use of audio-visual content. It is equally important that our citizens also recognize reality, avoid irrational thinking, and implement comprehensive national defense education and awareness. Only by surpassing the enemy in thought can we defeat the enemy.
