從「AUKUS」擴大安全夥伴思考與澳洲戰略關係
Reviewing Australia's Strategic Relationship for Taiwan through the Expansion of the "AUKUS" Security Partnership
摘要
一、2021年美、英、澳三國成立「AUKUS」安全夥伴關係架構，代表渠等國家介入印太地區安全事務的決心；目前該架構的擴大議題，將為夥伴國家的國防能量帶來「質與量」的升級。鑒於臺海議題的不穩定性升高，澳洲的戰略價值與角色責任也大幅提升，對我國而言，正是拓展安全合作的良好契機。二、本文由觀察「AUKUS」安全夥伴關係架構擴大與近期動向，探討三國同盟路徑及未來發展，並分析澳洲在區域戰略扮演之角色，及其在印太地區國家進行「微邊主義」合作的發展趨勢。由於澳洲與英、美兩國的同盟歷史與自身地理位置，當前正逐步配合歐美等國的抗「中」步調，同時強化基礎建設及武器產製速度。三、檢視「AUKUS」發展現況，我國應賡續重視情報與海事單位（海軍、海巡）角色，以建立自主嚇阻能力為目標，並把握與澳洲合作機會，融合軍民合作來強化國防產業，期發揮我國在區域的戰略價值，維護自由民主體制、共守國家安全。

1.The establishment of the AUKUS security partnership, encompassing the United States, the United Kingdom, and Australia, underscores their resolve to engage in the security affairs of the Indo-Pacific region. This framework's expansion engenders both qualitative and quantitative enhancements to the defence capabilities of associated nations. Amid the rapidly intensifying instability in the Taiwan Strait, Australia's strategic significance and role responsibility have markedly escalated, representing a propitious opportunity for our nation to broaden security cooperation. 2.This paper, drawing from the expansion and recent trends of the AUKUS security partnership framework and referencing Australia's updated defence strategy document, deliberates on the alliance trajectory and future evolution of the three nations, and scrutinises Australia's regional strategic role. It is evident that World War II marked a pivotal shift in Australia's alliance focus. 3.Taiwan is counselled to prioritise the augmentation of its intelligence capabilities and the bolstering of its maritime units, inclusive of the navy and the coast guard. The goal should be the cultivation of an autonomous deterrence capability, a strategy that necessitates the capitalisation on international cooperation opportunities.
