In April 2018, according to the latest figures from the Ministry of the Interior that the population aged over 65 reached 14.05%, which would make Taiwan into "aged society". The elderly population ranked No. 3 in Asia. The elderly population ratio was second only to Japan, which was comparable to that of South Korea. However, the current ageing policy focuses on the development of medical and long-term care systems. The policy lack active, positive and preventive factors such as health literacy for aging, and active aging. Therefore, this paper first analyzed in Japan, South Korea, and Singapore the policies of aging in place and promoted the community's elderly sports model, which compared it with the current situation in Taiwan. Second, it discusses the elderly health literacy differences between Taiwan and foreign. Then, it discussed the health promotion programs for the elderly, and described the exercise participation, exercise behavior and perceived health status, and compared with the current situation of exercise programs provided by community service center. Finally, we developed adapted exercise programs for elderly in the community service center, which improved aging in place and health literacy. The results of this study have been analyzed through data analysis and discussion. First, the differences between Taiwan and foreign the policies of aging in place and elderly sports model are related to care model of community, social support, perceived benefits, etc.. Second, the elderly in Taiwan and foreign are low health literacy, especially for the differences and difficulties of autonomous exercise, fitness awareness, and health beliefs. Third, in the community service center elderly people participated with exercise programs, exercise behavior and perceived health status have high related to the group's reliance, social interaction and health literacy for aging. Fourth, the adapted exercise program provided by the community service center should include self-efficacy, functional exercise, sports braces and other items. The results of the study can provide advice on strategies and methods for planning exercise programs for the community service center. Improve the health literacy of aging about body functions. Establish a healthy and friendly environment for the aging. At the end, expect that the concept of active aging in place will keep promote.
