我國行動電話發展史檔案應用
The Archives of Mobile Phone Development in Taiwan
摘要
行動電話已成為現代人類接收及傳達訊息的主要溝通工具，我國行動電話發展歷程自第一代（first generation，簡稱1G）、第二代（second generation，簡稱2G）、第三代（third generation，簡稱3G）至全球互通微波接取（Worldwide Interoperability for Microwave Access，簡稱WiMAX）等不同階段電信政策，主要原因為順應國際通訊技術進步及市場需求。政府於民國85年完成電信三法之立法程序後，即揭櫫我國電信產業結構性變革序章。交通部依據電信法規定，經行政院核定後公告「開放第一類電信事業之業務項目、範圍、時程及家數」，即據以採階段性方式推動第一類電信事業之開放作業，並加強運用民間資源建設各類通訊系統基礎網路設施。國家通訊傳播委員會（National Communications Commission，簡稱NCC）於民國95年2月22日成立，並依據行政院核定電信產業發展方案承續完成WiMAX執照釋出之重大電信業務。

The mobile phone has become a ubiquitous tool of human communication. The progress of international communication technology and market demands have supported the rapid development of the mobile phone industry in Taiwan, and 1G, 2G, 3G, and WiMAX all became milestones of the progress. Upon the legislation of three telecommunications laws was completed in 1996, significant changes came into effect the structure of telecommunications industry of Taiwan. In accordance with the Telecommunications Act, the Ministry of Transportation and Communications drawn up the regulation ＂Opening of Type I telecommunications enterprises, their business items, scope, schedule and numbers＂ and approved from the Executive Yuan for publication. Besides, the phased approach to promote Type I telecommunications was announced, in order to encourage the private resources to construct the basic network facilities of communications system. Since the National Communications Commission (NCC) was established in 2006, it continued to issue licenses for WiMAX according to the telecommunications industry development programs approved from the Executive Yuan.
