船舶定線係以法律規定或推薦形式指定船舶在海上某一區域航行時,應遵守或採用之航路或通航分道,目前各沿海國針對其領海周邊海域及港口附近交通流匯集區域,分別規劃分道航行制規定,再配合船舶交通服務(Vessel Traffic Service;VTS)以有效管理船舶動態,確保航行安全;台灣離岸風電計畫為政府之重大能源政策,目前在中部以北部沿海已陸續完成風場規劃及風機的建置,未來勢必壓縮到台灣海峽南來北往船舶航行空間,交通部航港局已於今年4月26日公布彰化風場分道航行制相關規定,並於10月26日起開始實施,有鑒於此,在一個新制度即將實施的情況下,更要重視有關航行安全之問題。
