摘要

「中央軍委政治工作部」的職能重新被定位，主要是履行共軍黨的建設、組織工作、政治教育和軍事人力資源管理等為範疇。原有的監軍能力被削弱，體現於紀檢和政法組建為軍委紀檢委員會、軍委政法委員會，三者成為軍委機關的十五個職能部門之一，是平行分工的關係。2018年，政工直屬單位大部分易名，其內涵與功能，值得關注。此外，「三戰」隸屬與執行單位有了改變，預判軍委政治工作部聯絡局和戰略支援部隊政治工作部，將各自扮演「心理戰」指導與執行的角色，可作為「輿論戰」、「法律戰」的重要平台，未來發展與影響，不容小覷。

To redefine the functions of the ＂Political Work Department of the Central Military Commission＂ is to fulfill the construction, organization, political education and military human resources management of the Communist Party. The original function of army supervision was weakened, which was reflected in establishing ＂Committee of Discipline Investigation＂ and ＂Politics and Law Commission＂ from Commission for Discipline Inspection and Political Legal Affairs Committee of the Communist Party of China (CPC). Three of them respectively became one of the fifteen functional departments of the Military Commission, and there was a parallel relationship among them. In 2018, most units directly under the Political Work Department were renamed and their connotations and functions deserve our attention. In addition, the executive and subordinate unit of ＂Three Warfares＂ has been changed. The liaison bureau of the Political Work Department of the Central Military Commission and the Political Work Department of the Strategic Support Force will respectively play the role of guidance and execution in ＂Psychological Warfare＂, which can become the important platform of ＂Media Warfare＂ and ＂Legal Warfare＂. The future development and impact has entered a far-reaching realm and should not be underestimated.
