習近平時期對外宣傳

External Propaganda during Xi Jinping Period

摘要


近年因國際間對假訊息攻擊的議題(甚至是軍事安全上的「混合戰」),及各國對中國大陸的國際形象宣傳與在全球的媒體併購,以及孔子學院課程内容爭議等海外統戰工作等問題,引起各國對中共試圖運用對外宣傳擴大國家影響力,及對普世價值的混淆的關注。研究發現,中共對外宣傳工作的內涵與方向,經常隨著國家領導人對國家所處各時期的安全環境認知,及考量國家各階段發展需求與對外戰略目標,以及結合當時新聞傳播、出版產業的技術、平臺發展,而不斷調整對外宣傳的策略、任務、使命、組織、工具。習近平接任國家領導人後,亦復如此。而習近平時期的對外宣傳有所繼承、亦有所創新,有所成效,亦有所挑戰。

In recent years, many countries have been concerned about CCP's attempts to use external communications to expand its national influence and confuse universal values due to the international issues regarding attacks on fake news and due to the problems with China's publicity of its international image, global media mergers and acquisitions, and overseas united front work resulting from controversial curriculum of Confucius Institutes. The study found that the contents and directions of CCP's external propaganda often varied with the national leaders' perceptions of the environmental security of the country in various periods, consideration of national development needs and external strategic goals at the various stages, as well as the combination of the latest technology and platform development of the news broadcasting and publishing industry. Thus, CCP constantly adjusted its external propaganda in terms of strategy, task, mission, organization and tool. After Xi Jinping took over the national leadership, he also followed suit. The foreign propaganda during the Xi Jinping period was considered both traditional and innovative, as well as effective and challenging.
