中共之《新時代的中國國防》與其戰略思維

2019年7月中共發布《新時代的中國國防》國防白皮書，引起國內外相當多的關注，值得注意的是，此本白皮書是軍改後首篇對於軍改後的共軍組織與其國防政策做出敘述的白皮書，自有其官方的意義。本文從中共國防白皮書的定位與意義做出探討，並嘗試以部門利益的角度分析白皮書的立場與態度。希翼能增進我國對中共軍事事務的了解。

In July 2019, the PRC released ＂National Defense in the New Era＂ on the National Defense White Paper, which has attracted considerable attention at home and abroad. It is worth to pay attention that this white paper is the first white paper to address statements of PLA organization and its defense policy after military reform and the white paper has its own official significance. This article explores the positioning and significance of the PRC's national defense white paper, and attempts to analyze the standpoints and attitudes of the white paper from the perspective of departmental interests. It's expected to enhance our understanding of PRC military affairs.
