隨著中國經濟發展,人民對於休閒娛樂節目的需求增長快速,電視台製播之戲劇節目以及綜藝節目數量亦有明顯地成長。惟在2012年習近平成為最高領導人後,便加強對媒體的控制,媒體為黨的喉舌必須貫徹。電視台因此面臨黨與市場之間的拔河,國家的審查政策究竟為何顯得更加重要。本文對廣電總局的限娛令進行分析歸納,認為廣電總局透過控制當紅節目的播出,來達到壓制大眾文化的目的。儘管電視台應為黨的喉舌,但在市場化無法避免的情况下,節目的內容不需皆符合官方的意識形態,廣電總局所真正要避免的是節目的流行形成的大眾流行文化,這才真正有可能削弱官方所倡導的主流意識形態,進而威脅其政權的穩定。
With the development of China's economy, the demand for leisure entertainment programs has grown rapidly, and the number of drama programs and variety shows produced by TV stations has also grown significantly. However, after Xi Jinping became the top leader in 2012, he strengthened his control over the media, and the media must implement the mouthpiece of the party. The TV station therefore faces a tug-of-war between the party and the market. Therefore, the state's policy review what becomes more important. This article analyzes and summarizes the restrictions on entertainment of the State Administration of Radio, Film and Television, and believes that the SARFT has achieved the goal of suppressing popular culture by controlling the broadcast of popular programs. Although the TV station should be the mouthpiece of the party, but the marketization cannot be avoided, the content of the program does not need to conform to the official ideology. What the SARFT really wants to avoid is the popular culture formed by the popularity of the program. It is possible to weaken the mainstream ideology advocated by the government and threaten the stability of its regime.
