Your Bike有路用嗎?-柯P自行車路網政策之回應性評估

摘要


由於全球氣候變遷,國際環境保護的相關議題越加重視。站在全球城市治理的角度觀之,政府面臨氣候異常、能源短缺以及環境污染等挑戰,可見環境的永續發展是政府不得迴避的課題。自行車因為兼具運動、休閒遊憩、短程接駁通勤及低污染等特性,遂成為各國政府極力推廣的綠色運輸工具。2014年,時值臺北市長參選人的柯文哲提出要讓自行車有「路」用的政策。三年過去了,柯文哲市長的自行車政策已發展到評估階段,當初柯市長所提的「棋盤式自行車路網」、建置自行車專用道、規劃自行車停車空間以及整理騎樓與人行道等政策,其政策項目之執行與否?執行程度與結果為何?本研究發現,「Your Bike」政策整體而論,使用者對於臺北市河濱自行車道的評價相當高且給予肯定的態度;而市區自行車道則是毀譽參半,仍有許多改善的空間。本研究透過回應性評估理論檢視現行政策,試圖瞭解政策發展的現況以及政策利害關係人的想法,並提出政策建議。本文認為「羅馬不是一天造成的」,政府的重大公共建設如自行車政策有賴長期、完整的規劃。

With the change of global climate, international societies are more concerned with the issues of environmental protection. From the perspective of governing cities, the governments confront several challenges such as abnormal climate, energy shortage, and environmental pollution. Therefore, the sustainable development is an inevitable task to the governments. Cities around the world, urban planning uses cycling infrastructure like bikeways to reduce traffic congestion and air pollution. A number of cities around the world have implemented schemes known as bicycle sharing systems or community bicycle programs. In 2014, the mayor of Taipei City, Ko Wen-je, proposed a policy which is building bikeways for cyclists in Taipei. Now, three years have passed, and the policy should be assessed. What is the impact of the policy? How is the policy executed? It is found that users are pleased with riverside bikeways; yet, urban bikeways acquire both praise and blame. This research uses responsive-constructive evaluation theory to examine the policy. Moreover, this study gives suggestions through reviewing the current policy and opinions of the stakeholders. It is said that "Rome wasn't built in a day". The crucial infrastructures such as bikeway policy rely on long-term and comprehensive arrangements.
