摘要
天災來臨或緊急事件發生時所造成的損害往往難以預測，故能夠即時的透過媒體管道對民眾發布訊息以減少災害影響程度為一大重要課題。為了配合政府針對各媒體管道發布防災訊息的需求，本公司所經營之網路電視平台MOD亦發展一套防災訊息發送系統與方法，當收到災害訊息時，即可將訊息於最短時間內自動傳送至用戶機上盒中顯示。透過本系統與方法的實現，在民國107年國家防災日演習進行的實際演練時，其執行結果可在收到發送指令後平均於6.5秒內將訊息傳送至所有用戶可連線的機上盒上，成功率亦達99 %。在本論文中，將詳細敘述其系統架構與方法如何設計與實現。

It is unpredictable when disasters or emergencies might occur, and the damages are beyond human control. In order to minimize the effect, it is crucial to develop public announcement system using media channels when disasters or emergencies happen. Regarding emergency announcements, MOD (Multimedia On Demand), IPTV (the Internet Protocol Television) platform operated by ChungHwa Telecom (CHT), has followed the guidance of the government and developed an emergency announcement dispatcher method and system. Once MOD received emergency messages from National Fire Agency MSP (Message Service Platform), the system will automatically dispatch messages to every Set-Top Box (STB) instantly. On September 21, 2018's National Prevention Day, the average time for the emergency announcements to reach all user's STB was 6.5 seconds. In this case, the rate of success was up to 99%. In this paper, we are showcasing this dispatcher method and system design used by CHT.
