近來美「中」貿易戰引起全球關注,然而此貿易戰不單純只是兩國間的貿易磨擦問題,而是美「中」科技霸權,甚至是全球領導霸權爭奪過程中的一環。在美「中」霸權爭奪過程中,美國需要穩定自身盟邦,而在太平洋上,美日韓同盟是美國重要的盟友體系。但是這盟友體系卻可能因為2019年7月開始的日韓貿易摩擦而崩解。本文說明日韓貿易摩擦的起因與發生經過,並且分析此貿易摩擦,如何影響《日韓軍事情報保護協定》(GSOMIA)的持續與否,進而動搖美日韓同盟的戰略關係。本文也將說明美國如何介入,並說服韓國暫時停留在GSOMIA。但這個結果也暗示,未來日韓關係的穩定,將會影響GSOMIA的延續與否。
China-US trade continues to attract enormous attention globally; however, the trade war is not simply a trade dispute. It is part of the race between the US and China; both countries are competing for the advantages of superior technology and global leadership. In this competition, the US has to maintain stable alliances with its partners. In the east Pacific region, the US-Japan-Korea Alliance is extremely important. However, the Japan-South Korea trade dispute since 2019 might have undermined the Alliance. This paper first explores the underlying reasons and developments of the Japan-South Korea trade dispute, followed by an analysis of how the dispute is influencing the stable operation of the General Security of Military Information Agreement (GSOMIA) and even the tripartite US-Japan- Korea Alliance. This paper also explains how the US intervenes in the dispute and tries to convince South Korea to temporarily stay in the GOSOMIA. The results imply that the future Japan-South Korea relations remains crucial for maintaining the stability of the GSOMIA.
