How the People's Republic of China Conducts Political Warfare in Combat Operations

This paper addresses how the People's Republic of China (PRC) will conduct Political Warfare during wartime/combat operations. In recent years there has been increased scholarly inquiry into how the PRC routinely conducts Political Warfare to divide, demoralize, and ultimately annex the Republic of China (Taiwan), but there is a dearth of inquiry into how those Political Warfare operations will be conducted in a wartime situation. The PRC has successfully waged Political Warfare in peacetime to achieve notable victories and to acquire vast tracts of territory, but if it perceives that Political Warfare alone will not achieve key geo-strategic goals, it threatens to achieve them through armed conflict-war! In wartime, the PRC will continue to employ Political Warfare extensively in conjunction with, and in support of, its combat operations. This paper briefly examines key aspects of PRC Political Warfare in combat operations, to include a brief historical overview; goals, objectives, strategies, and tactics employed; conceptual pillars; narrative shaping; the roles of The Three Warfares, United Fronts, the PLA (People's Liberation Army of China), Active Measures, Gray Zone Operations, and Hybrid Warfare; targeting of allied combat units, military base communities, and Overseas Chinese; regional bloc cooperation; and the likely progression of Political Warfare operations throughout the combat campaign. This paper will assist Taiwan's national security-policy makers and practitioners to evaluate how the PRC will conduct Political Warfare during wartime/combat operations, and to initiate further research on it in order to devise effective countermeasures.
