During the Taiyuan Campaign of the War of Liberation, both sides of the war needed to use a large amount of civilian power and materials in the locality, so the mass mobilization played a vital role. The CPC and Yan Xishan's(阎锡山) group had been fighting back and forth for nearly 15 years. They were quite familiar with each other and their mobilization mode and methods were very similar. However, the practical effect is quite different. By comparing the mobilization activities of the two sides in political propaganda, public security, organization launching and ideological education, one can find that the mass mobilization of the CPC is more in line with people's needs and could win the conscious support of the people. On the contrary, Yan Xishan's troops disengaged from the public, and the mobilization was often superficial. The different organizing ability and party culture caused different mobilization effect. In a word, the difference of mass mobilization during the Taiyuan Campaign was an important epitome of the KMT and the CPC at that time, indicating the reasons for the final victory of the CPC.
