The significance of military consultation lies in the continuous formation of political consensus between the emperor and the ministers during the period of Yuanhe (元和) of emperor Xianzong (宪宗). Xian-zong advocated fighting against the rebellious military governors by direct form of war, while his ministers concerned about when to launch the military operation, how to choose the object of the military action and how to withdraw the troops in order to maintain the authority and trust of the monarch to the greatest extent, which means the political appeasement method can be applied. After the debating on the using of military forces towards Chengde (成德) town and Wei Bo (魏博)'s allegiance to the emperor, Xianzong's strategy of using military forces in Huaixi (淮西) showed not only the imperial court's determination to suppress the vassals by force, but also the announcement of the reinforcement of imperial decision-making.
