摘要

General Secretary Xi Jinping has pointed out that a large number of decisions and work involving the interests of the masses are mainly based on at the grassroots level. It is necessary to vigorously develop grass-roots consultative democracy in accordance with the requirements of consultation with the people and for the people, focusing on conducting consultations among the grass-roots people. Moreover, it is helpful to strengthen consultation communication and rational interaction among administrative organizations, enhance the effectiveness of rural grass-roots consultation democracy so as to further give play to its effectiveness in social governance, highlight the advantages of negotiation and promote the improvement of rural governance performance and the consolidation of governance foundations by studying the implementation of rural grassroots deliberative democracy, analyzing dimensions of rural consultations, and solving the rural consultation dilemma.
