What characterizes China the most is the national five‐year plan. 14 five‐year plans have been implemented since the first one, which began in 1953 and ended in 1957. The vision of each plan has strong rationalist ideals, but the effect of implementation is not satisfactory. This is due to the intrinsic conflict between the planned economy and the market economy, as well as the contest between two theories of state governance. However, the failure of the planned economy in history and the success of the market economy in reality should sober the state rulers and cause them to rethink profoundly so that the government will no longer stretch its powerful hand into various industrial sectors while making a national development plan. On the contrary, a power boundary should be defined for the government in order that it should give way to the free regulatory function of the market economy. This should start with reduction in the national development plan.
