Attention Distribution of Civilized City Policy under the Goal of Common Prosperity -- Analysis of Policy Texts based on 24 Cities

Common prosperity is the essential requirement of socialist society. The policy goal of common prosperity covers all aspects of social construction, which is of great significance for narrowing the regional gap and improving social life. The construction of civilized cities coincides with the policy goal of common prosperity. Civilized cities involve many aspects of urban construction and need to consider all elements of urban construction. In this regard, on the premise of steadily promoting the goal of common prosperity and the construction of national civilized model city, through the comparative analysis of the policy text of the regulations on the promotion of civilized behavior and the evaluation index of civilized city, according to the regulations on the promotion of civilized behavior, four types of urban governance modes are summarized: single-dominant type, multi-coordinated type, balanced low-value type and balanced high-value type. In the further analysis of the policy text, it found that the use of environmental policy tools is not balanced, the attention preference of civilized behavior types, the differentiation of urban attention distribution and the incongruity between the regulation formulation and the evaluation index. In view of the existing problems, suggestions are put forward that the construction of civilized city should balance the proportion of various environmental factors, strengthen the construction of civilized environment in the market, raise the attention to the rules and regulations, and strengthen the formulation and publicity of the regulations on civilized behavior.
