The Hong Kong and Macau youth are facing difficulties in entering the labour market, such as the reduction of local employment opportunities and the rising unemployment rates. However, they are also unwilling to participate in the development for the Guangdong-Hong Kong-Macau Greater Bay Area (GBA). Under a multicultural environment governed by 'one country two systems', political trust and personal positive psychological traits demonstrate important roles in affecting the subjective feelings and decision making of the youth across regions despite their regional institutional and economic differences. This study reveals that the confidence of the Hong Kong and Macau youth towards their local and central governments significantly predicts their willingness to cross the border to GBA for work and living. Moreover, 'sense of fairness' can significantly predict the willingness of both Hong Kong and Macau youth. Collaboration is strongly needed to improve the flow of human resources across regions and to fully utilise the advantages of the 'two systems' in creating an open, fair and inclusive platform where young people can join.
