社會空間實踐－以中山雙連捷運線形公園為例
The Practice Of Social Space: Case Study of Zhongshan Shuanglian Linear Park
摘要
面對與時俱進的觀念轉變、經濟遲緩與新舊汰換等諸多考量，政府推動改造計畫為求都市再生與提升社區優質生活環境，而政府的美意卻引發在地居民一連串的搶救行動。此案自2020年5月至今，故本研究採以參與式觀察法。當今多元文化的社會，法令、政策等傳統治理方式儼然已進入變革的時代，從官方到民間，乃至每位公民皆有其社會責任，加上近年提倡用社會設計與民眾參與等創新治理方式已在社區中發酵。在本案中居民如何憑藉一股對地方的情感成功翻轉官方原始的設計規劃，同時意味社會型態已從官方單一決策轉為產官學與民等多元整合決策。改建工程已進入尾聲，而民眾營造其地方感才正要開始。以及多元社會轉型之際，如何將專業知識透過活動、行動…等設計策略，使民眾能清楚理解並做出批判性表述而非民粹化檢視政府治理政策，是民眾參與的重要課題。

Under several considerations to advance with times, promote economic growth and renew facilities, the government has implemented a renovation project aiming for urban regeneration and upgraded living standard in communities. However, the government's good intention led to a series of rescuing actions taken by the local residents. This renovation project has been launched since May 2020; therefore, this study was carried out with participant observation method. In this contemporary society, traditional policies and regulations have been undergoing a transition period when social responsibility should be taken by the government, civilian organizations and every single citizen in this country. Recent years, a new trend of social practices which lead the community to participate projects designed by the government. This case reveals that people participation successfully overturn the original design by the authority, proving that instead of relying only on the government, the cooperation of industries, scholars and residents is the key to decision makings. The renovation is coming to an end when local residents are building up the sense of place. When social practices are changing, the most important task for people is to comprehend and recognize professional measures taken by the authorities through promotional or strategic events instead of inspecting public policies with emotions and populism.
